Focus on competences

Many higher education institutions have moved towards competence-based teaching and learning. These institutions’ quality assurance systems need to take this development into account. On this site, you can find ideas and tools to update your institution’s quality assurance system in order to address and enhance your students’ competences.

Helpful tools

The Toolkit provides a three-step procedure for internal quality management which can be easily adapted to a higher education institution’s quality assurance system and needs. The Toolkit includes a handbook as well as templates for workshops, questionnaires, reports, and information materials. You will also find ideas for enhancing competence-based teaching and learning at your institution.

Acceptance

The Toolkit is based on the idea of participation and transparency for all stakeholder groups in order to enhance the acceptance of the quality management procedure within your institution. The Toolkit is also based on expertise from quality assurance agencies in order to enhance the procedure’s acceptance outside your institution as well.

Scientifically-sound and practical

The toolkit was developed by a heterogeneous group of experts and practitioners. Hence, the toolkit is both scientifically-sound and practical for highly diverse higher education institutions.

THE IQM PROCEDURE

The Bologna Process promotes competence-based higher education in the European Higher Education Area. Accordingly, many institutions are focusing on students’ competences and have implemented competence-based higher education. Internal quality management procedures for higher education also need to take this trend into account. Internal quality management should focus on student competences and competence-based higher education.

The idea behind the European Toolkit is the Procedure for Internal Quality Management in Competence-Based Higher Education, which we call the IQM Procedure. It consists of three steps.

EXAMPLES AND RECOMMENDATIONS

Quality management often runs the risk of producing big data sets and detailed reports that are little used for quality assurance. The IQM Procedure also expends considerable effort collecting data and producing a thorough report. However, the internal quality management procedure also expends considerable effort on actually using the report: The conduction of the procedure should lead to a concrete enhancement of the study programme.

In this section, the project’s implementation partners provide examples of competence models, executive summaries of their screening reports, and ideas for concrete measures to assure and enhance the quality of their study programs based on their screening data.

In addition, the project evaluator of the project provides recommendations derived from the implementation partners’ experience.

THE PROJECT

In this section, you can find background information on the project in which the Toolkit was developed.

The European Toolkit for Internal Quality Management was developed during the course of the project “Internal Quality Management: Evaluating and Improving Competence-Based Higher Education (IQM-HE)” from 2015 to 2018.

The project team consisted of expert partners and implementation partners. Expert partners were academic researchers in the areas of competence, evaluation, and implementation as well as experts from quality assurance agencies. Implementation partners were higher education institutions seeking to implement the IQM Procedure at their institutions. Project coordinators were Evelyn Steinberg (née Bergsmann) and Monika Finsterwald.
